Position: Tenders Specialist
Location: Houghton Regis
Job Type: Full Time, Permanent Contract

Work Schedule: Monday – Friday, 9am – 5pm

 

The Impact You Will Have

As a Tenders Specialist, you will produce professional proposal content that clearly articulates our organisation’s value proposition. You will introduce and implement all necessary proposal procedures and processes, taking ownership of the end-to-end tender process.

Key Responsibilities:

  • Identify tender opportunities via OJEU and other appropriate media.
  • Manage the bid qualification (bid/no bid) process for new opportunities.
  • Maintain a database to evidence visibility from an audit trail and opportunities tracking perspective.
  • Deliver compliant, professionally produced proposals within customer-defined timeframes.
  • Own the written proposal in terms of content and presentation.
  • Analyse scoring mechanisms to ensure the tender achieves the maximum score in all areas.
  • Control and interpret information flow with peers and key stakeholders, and critique responses from key submission stakeholders.
  • Coordinate and review/edit proposal input from various key stakeholders, following standard formatting and quality standards.
  • Champion document management, version control, and change control best practices.
  • Act as the central point of contact for any queries/clarifications during the tender process, including awareness of Terms & Conditions, challenging clauses, warranties, liquidity damages, retentions, management fees, etc.
  • Finalise the tender submission prior to the deadline.
  • Arrange debriefs with customers post-contract award and communicate debrief inputs/outputs to key stakeholders.
  • Share best practices and knowledge to achieve high operational standards.
  • Build processes and cross-functional working practices that improve team capability and performance.
  • Review, update, and improve processes and systems, including computer systems, document archiving, and storage.
  • Build relationships and work closely with key stakeholders, including internal/external customers (including NHS SC), taking ownership for problem-solving and resolving issues cross-functionally.
  • Maintain management information of tender gains, retains, opportunities, and losses, including expiry/renewal data.
  • Deep dive into tender losses, identifying reasons and areas for improvement.
  • Manage and update tender response libraries with best score responses.
  • Ensure pricing files are kept up to date, including Arjo list price, ICES, and framework prices.
  • Build product knowledge to help complete tender specification responses.
  • Support the Ireland team with their SQ, RFI, PQQs, and ITTs.

Skills and Experience Required:

  • Excellent Microsoft Office skills, including Excel, Word, PowerPoint, and Outlook.
  • 2 years of demonstrable experience in tender submissions is essential.
  • Knowledge of NHS procurement procedures/terminology is desirable.
  • Knowledge and evaluation of scoring methodologies within NHS or other public sector organisations are desirable.
  • Project management experience is desirable but not essential.
  • Ability to handle multiple projects simultaneously.
  • Excellent written and verbal communication skills at all levels.
  • Confidence to hold and facilitate tender kick-off and review calls with multiple internal stakeholders.
  • Ability to work on own initiative and prioritise workload effectively.
  • Team player with excellent attention to detail.
  • Flexible, adaptable approach to workload with the ability to meet deadlines.
  • Demonstrate leadership skills.
  • Ability to approach sensitive issues with tact, diplomacy, and confidentiality.
  • Strong organisational skills, methodical, and attentive to details.
  • Ability to build strong working relationships internally and externally.
  • Understanding of how to work in a confidential environment with high standards of professionalism and ethics.
  • Proactively seek opportunities to increase value by raising standards and championing best practices.
  • Conversant with CMS and quality management systems.
  • Understanding of industry best practices.
  • Knowledge of office practices and procedures.
  • SAP and CRM experience is desirable but not essential.
